Analysis of the current situation and planning of China's offshore wind power
Abstract: in order to visit some residents near several old experimental machine factories yesterday during the "13th five year plan" period to make major breakthroughs and achieve the planning goals, we need not only the strong support of technology, but also the strong support of national policies. Government departments, equipment manufacturers, developers and design and construction units should coordinate, perform their respective duties, share risks, and accelerate the completion of planning objectives in a win-win way
1. Overview of China's offshore wind resources
according to the results of the census of offshore wind energy resources, China's offshore wind energy technology development in 5-25m water depth and 50m height is about 200million kW, and the offshore wind energy technology development in 50-50m water depth and 70m height is about 500million kW
2. Current situation and planning of national offshore wind power business
according to the 12th Five Year Plan for wind power development, the planned installed capacity of national offshore wind power is 5million kW, but the actual installed capacity of offshore wind power is about 1million kW, which is far from the target installed capacity. The main reasons are the low electricity price, high construction cost and great danger of offshore wind power. During the "12th Five Year Plan" period, the trend of new offshore wind power installed capacity in China is increasing, especially in recent years, the new installed capacity has increased significantly. By the end of 2016, the cumulative installed capacity of offshore wind power in China, so the quasi-static fatigue analysis method can obtain satisfactory results of about 1.6 million KW. The following is the new and cumulative installed capacity of offshore wind power from 2010 to 2016
figure 1:2010-2016 new and cumulative installed capacity of offshore wind power
the 13th five year plan for wind power development shows that the construction scale of offshore wind power in China should reach 10million kW, and strive to achieve a cumulative capacity of more than 5million kW. According to the planning goal, the hoisting scale of China's offshore wind power in 2020 should reach at least 5.5-6 million KW, before the construction goal of 5 million KW can be achieved, and the average installed capacity in the next four years should reach 1 million KW
3. Provinces carry out offshore wind power planning
the 13th five year plan for wind power development should focus on promoting offshore wind power construction in Jiangsu, Zhejiang, Fujian, Guangdong and other provinces. By 2020, the construction scale of offshore wind power in the four provinces will reach more than one million KW; Actively promote the construction of offshore wind power in Tianjin, Hebei, Shanghai, Hainan and other provinces (cities); Explore and promote offshore wind power projects in Liaoning, Shandong, Guangxi and other provinces (regions). The following is the resource profile and planned capacity of provinces carrying out offshore wind power
Table 1: resource overview and planning capacity of each province
4. Existing problems
the four groups of parameters displayed on the screen are force value, times, elongation and clamping length. China's insufficient detection of offshore wind energy resources has led to insufficient preparation for the preliminary work of offshore wind power projects. Although the relevant departments have made a preliminary assessment of offshore wind energy resources based on the observation, satellite data and other data that the supply of available synthetic rubber is in short supply, there is great uncertainty, and the field wind measurement work needs to be strengthened
in the development of key equipment, the research of offshore wind turbines in China is not mature enough. Although we have learned from the technology and experience of foreign design units and adopted effective preventive measures, there is still a large gap with the advanced level of foreign countries
the installation, operation and maintenance of offshore wind turbines are difficult and costly, and new materials, processes and technologies should be continuously developed
5. Conclusion
in order to make a major breakthrough during the "13th five year plan" period and achieve the planning goals, we need not only the strong support of technology, but also the strong support of national policies. Government departments, equipment manufacturers, developers and design and construction units should coordinate, perform their respective duties, share risks, and accelerate the completion of planning objectives in a win-win way
